I want my neighbours to move out?

i have got neighbours that are causing alot of stress the man that is living there, was acussed of abusing a young girl he was never convicted of this. He then thretened to burn my house down contacted the police but as there was only one tex they left it and gave him a warning. he then thretened another man on the estate he was covicted of this as he did it a few times. He got 15months comunity service but he has bee aloud to move back in. i am in a housing home so have contacted them they said they can not do anything. There is 3 girls living in that house with him i am worried for them. I also have a daughter myself and wont let her in the garden on her own. i dont know what else to do now please help
