Who gets the electoral votes if a state ties?

Lets say that in california their were only 2 million people voting and 1 million voted for McCain and the other million voted for Obama, who would get the electoral votes for that state. Now please understand that I am not asking who would be president if the electoral votes were to tie, I know that it is unlikely.
