Is Ozzy Osbourne overrated or underrated?

I listen to Ozzy now...I just started...this guy has a great voice and his material isn't anything I thought it would've been...I thought it would be about DEVILS and SACRIFICES...but a lot of his music has to do with emotion and triumph...so how come I don't see Ozzy being as praised for his music as much his antics?
