Why don't you look into how HOlland (The Netherlands) has implemented a dike system to reclaim (claim) additional land? One of the biggest problems with the NO area was the erosion of the surrounding swamp lands due to tampering. Getting that back would go a long way towards buffering the area from another hurricane.
